Strategic Partnership project

„Welder Training Quality development (WTQuality)“

The period of the project: 2014 09 01 – 2017 08 31

Aim of the project – Training qaulity improvement of welding specialists in Lithuania, according to the international practice and international requirements for welders.

  • PO Vilnius Jerusalem Labour Market Training Centre will acquire ATB (Authoriised training body) status – will be accredited to train welders according to  International welders association IIW and EWF requirements.
  • Will be prepared an international welding training program and material.
  • Will be prepared an online Team leader (coordinator) training programme„E-WeldLead“.
  • 10 welders will be trained as International welders and  15 people as Team Leaders during the pilot courses.



The last meeting of the project "Welding Training Quality Development" and the final project dissemination conference took place.

On 8-9 th of August 2017, project partners from Lithuania, Slovenia, and the United Kingdom gathered in Vilnius. Project partners discussed the experience gained during the project, changes in the partners institutions, review of Project partners commitments and their implementation; were talked of the quality of the intellectual products being developed during the project and the deadlines for their completion, dissemination, guidelines for further cooperation between the partners set.

At the end of the working day, project partners were offered a sightseeing tour to Trakai - the Lithuanian tourism symbol. Visited Užutrakis Manor house, Trakai Island Castle.

On 9 th of August 2017, project partners met at the Senate Hall of the Vilnius Gediminas Technical University, where the final project conference was held which theme was to introduce and discuss the possibilities of welders in international vocational education  system.

During the conference were presented the products created during the project, possibilities of using and developing these products, and talked about the continuity of the project and future perspectives. At the end of the event, a discussion was held on how to balance the requirements of enterprises for welders work and vocational training (training programs). Conference participants discussed the dissemination of best practice and opportunities for cooperation.

During the three year project implementation period, 7 project partner meetings took place in Lithuania, Slovenia and the United Kingdom. More than 15 dissemination events were organized in all the partner countries, inviting participants who are exceptionally interested in welding innovation. The project and Project products were presented to the delegations of Azerbaijan, Poland, Turkey, Ukraine, engineering companies, ministries, educational institutions.

Fifth Project Partner meeting in Newcastle

On 6-7 th of June 2017 meeting of partners in the project "Quality Development of Welding Training" took place in Newcastle, United Kingdom. The meeting was attended by representatives of the Vilniaus Jeruzal?s Labour Markets Training Center (hereafter "Training Center"), Slovenian Welding Association, Lithuanian Welders Association and t Rocketman Studio Limited.

During the meeting, the interim results of the project were presented:

The first step towards achieving the objectives of the project was to increase the qualification of training center welder teachers. Teachers attended International Welding Specialists Course. One vocational teacher has been awarded International Welder Engineer's Certificate (IWE), and three teachers awarded International Welder Specialist Certificates (IWS).

Parallelly preparations held for organizing the training of international welder course. Reviewed and updated training center's management and quality system documentation. Created Quality Guide for an international welder training service. According to international requirements, a training base was prepared.

In cooperation with the partners in Lithuania and Slovenia, an international welder training program was created and its pilot-traning in Lithuania was carried out. From October 2015 till November 2016 14 students were studying for the International Welder Training Program trained. On 14 th of April 2017 Certificates were issued  justifying the International Welder's competency.

On 8th of April 2016 The training center has been officially awarded the IIW Authorized Training Certificate (ATB), which authorized the training of highly qualified welder workers in accordance with the international welder training program. This is the first vocational training institution in Lithuania authorized to train international welders.

During the meeting, the guidelines for further cooperation were discussed, in  training of international-level welders in Lithuania. The Slovenian partner recommended and shared the experience of Slovenia in order to create a functioning international welder system linked to the national welding system.

The project partners discussed additional project tasks foreseen by the project partners in Slovenia. The welding supervision curriculum was discussed with Slovenian  partner.

In free time, the partners from Lithuania,  met Newcastle City celebrities and visited Edinburgh, Scotland, the second largest city.

International standards meeting welders for Lithuanian companies

On 08th of May 2017, Vilniaus Jeruzal?s Labor market Training Center  (hereinafter - VJLMTC), presented the International Welder Training program for Lithuanian engineering industry companies.

The VJDRMC became the first vocational training institution in Lithuania, which was granted the right to conduct international training of welders under an international accreditation curriculum.

The purpose of the new curriculum is to develop a qualified welder capable of working in the engineering and metalworking factories, performing welding work in the construction of various structures and engineering networks. Also, to perform welding works in the energy sector in the manufacturing and installing of various pipelines, boilers, pressure vessels and containers, to work on new products and repair of used products in agriculture, service and other sectors of Lithuanian and European Union economy.

During the event, the second intellectual Project product was presented - the online training program for the welder's foremans. The training program is for welders who seek to raise their qualifications and become leaders in welders' brigades. A distance training program for a welding trainer can be used as a visual, interactive training material in vocational schools where a welder's are prepared. The curriculum is attractive because the learning is online, trainees manage their learning time. Participants can finish the training course within 3 months, consult a vocational teacher.

Training programs were developed in the framework of the project "Welder Training Quality Development" Nr. 2014-1-LT01-KA202-000621.

Third partners meeting in Ljubljana

On 3rd of March, 2017, the project "Welding Training Development Quality " (hereinafter referred to as "Project") meeting was held in Slovenia.






The project partner Rocketman Studio Limited introduced a version of the online training program for welder foreman. The training program is for welders who seek to raise their qualifications and become leaders in welders brigades. The training program is to train welders brigade welders from Slovenia, the United Kingdom and Lithuania. Program prepared in three languages - Slovenian, Lithuanian and English. The partners discussed, shared their experience, offered suggestions for managing the online learning curriculum. It is anticipated that a online training program for a welder's foreman will be available at following online addresses: ; ; . The pilot training program is scheduled to start in April 2017.

During the implementation of the Project, Vilnius Jeruzal?s Labor Market Training Center (hereinafter - VJLMTC) became the first vocational training institution in Lithuania, which is able to perform welders international training in accordance with the international welder training program. At the end of November 2016, the first group of pilot training participants successfully completed the training.

With the Project partner - the representative of the Slovenian welders association, Gabriel Rihar, further cooperation was discussed after  the project.

The project partner SIWS recommended the development of international training for welders in parallel with the project activities involving the creation and testing of these services:

In order to create a functioning training system for international welders, it was proposed to test individual international welder programs. An international welder training program was developed using the modules method. The curriculum of the programs (modules) is 13. During the project, one of the programs was offered to try.

In Slovenia, international training for welders is being developed in parallel with national qualifications. Project partner SIWS recommended that the international welder training system would be linked to the national (modular welder training program). The training participants would be given the opportunity to obtain an international welder certificate in parallel

During the meeting, project management and administration issues were discussed. Scheduled tasks that the partners committed to undertake till the next partner meeting in the UK. In the evening, the project partners spent a great time in one of the cafes in Ljubljana's Old Town.

Povzetek: Mednarodni kvalifikacijski in certifikacijski sistem Evropske federacije za varjenje in mednarodnega inštituta za varilstvo zajema izobraževalne programe za inženirje tehnike, specialiste in mojstre varilstva ter varilne inšpektorje in konstruktorje. Posebna sheme se uporablja za certificiranje že omenjenega varilnega osebja. Za certificiranje obratov, ki uporabljajo varjenje, se uporablja shema na osnovi standarda ISO 3834. V mednarodno mrežo kvalifikacije in certificiranja varilnega osebja je vklju?enih 56 držav. Slovenja je od vsega za?etka vklju?ena v kvalifikacijsko shemo. Pri nas poteka mednarodno priznana specializacija za inženirje, tehnike, specialiste in inšpektorje varjenja.

Mednarodni kvalifikacijski in certifikacijski sistem v varilstvu razvijata in implementirata Evropska federacija za varilstvo (European Welding Federation EWF) in Mednarodni inštitut za varilstvo (International Welding Institut - IIW).

Mednarodni Inštitut je starejša organizacija. Leta 1948 je bila ustanovljena z namenom izmenjave znanja s podro?ja varilstva. Strokovno in znanstveno delo poteka v okviru 26. komisij in delovnih skupinah. ?lani imajo dostop do vseh dokumentov in publiciranega. Leta 1998 se je Mednarodni inštitut s sporazumom z Evropsko varilno federacijo vklju?il v mednarodni kvalifikacijski in certifikacijski sistem.

Evropska varilna federacija je bila ustanovljena leta 1992 z namenom, da vzpostavi enoten sistem izobraževanja varilskega osebja, ki ga bodo priznavale evropske države in bo podpiral evropsko standardizacijo. Kasneje je Federacija vzpostavila še sistem certificiranja varilnih obratov in varilnega osebja.

Danes je sitem izobraževanja in certificiranja obeh organizaciji povsem identi?en. Udeleženci izobraževanja lahko kjerkoli po svetu dobijo mednarodno ali evropsko ali obe diplomi. Enako velja za certifikate.

Slovenija je sodelovala v obeh organizacijah od samega za?etka, najprej v okviru Jugoslovanske delegacije nato kot samostojna ?lanica.

Varjenje je posebna tehnologija pri kateri na ekonomsko sprejemljiv na?in ni mogo?e s preskušanjem dolo?iti kakovost izdelkov. Zato je zagotovitev kakovosti v varilstvu, ki naj bi zmanjšala možnost nastanka napak v proizvodnji, posebnega pomena. Vemo, da je osnovni pogoj za doseganje kakovosti je usposobljenost delavcev, ki sodelujejo v proizvodnem procesu. Izobraževanje in certificiranje varilcev je povsod po svetu že dolgo uveljavljen na?in zagotavljanja kakovosti. Sledilo je spoznanje, da ima pomembno vlogo v zagotavljanju kakovosti tehni?no vodstvo: mojstri, tehnologi, inženirji in kontrolorji. Nekatere tehni?no razvite države so že prej imela nacionalne sisteme kvalifikacije tehni?nega vodstva v varilni proizvodnji. Evropska federacija za varjenje je na osnovi izkušen nekaterih evropskih držav ponudil harmoniziran sistem kvalifikacije inženirjev, tehnologov, in varilnih mojstrov. Kasneje so v sistem vklju?ili še varilne inšpektorje in konstruktorje varjenih izdelkov.

Usposabljanje varilnih inženirjev, tehnologov in specialistov se je hitro uveljavilo v Evropi. Nato se je razširilo na bolj razvite države na ostalih celinah. Manj uspešen je program »mednarodni varilec«. Je predolg in predrag zato ga proizvajalci ne uporabljajo. Uveljavil se je samo v državah v katerih ga financirajo vladne organizacije.


Kvalifikacijski sistem sestavlja mreža 56 držav. ?eprav je sistem mednarodni ga je do sedaj najve? uporabljala Evropa. Evropske ?lanice so izdale 70% vseh diplom, Azija in Oceanija 29,7%, Amerika samo 0,3%.

V zadnjem ?asu se je stanje za?elo spreminjati. Nem?ija je vsa leta izdala najve? diplom. V zadnjem ?asu mo?no raste Kitajska, ki je že prehitela Nem?ijo po številu izdanih diplom. (12.002 Kitajska,11.963 Nem?ija, 2.333 Poljska, okoli 1000 Japonska Španija in Tur?ija).

Navedeni podatki ne kažejo povsem realne slike Pred letom 2000 so evropske države izdajale evropske diplome, ki niso vštete v prikazani statistiki.

Za Slovenijo evropska shema ni predstavljala posebno novost. Že prej smo imeli v okviru jugoslovanske standardizacije te?aje za inženirje, tehnike in mojstre, ki se niso bistveno razlikovali od sedanjih mednarodnih programov. Za Slovenijo je zna?ilno, da je izdala ve? IWT kot IWS diplom. V drugih državah namre? usposobijo dvakrat ve? specialistov kot tehnologov. Pri nas ne izobražujemo varilnih mojstrov, konstruktorjev in mednarodnih varilcev

Slovenija spada med bolj aktivne ?lanice. Do leta 2006 smo izdajali evropske, po tem pa mednarodne diplome. Udeleženci katere koli specializacije lahko na svojo željo dobijo obe diplomi. Podatki o izdanih diplomah v Sloveniji se nahajajo v slede?i tabeli.

Slovenski odbor je v sodelovanju z lokalnimi ustanovami deloval tudi v nekaterih drugih državah  V Srbiji smo izdali 47 diplom v Litvi 65 in v Italiji 31 diplom.

Kvalifikacijski sistem urejajo smernice in pravila. V smernicah so dolo?eni u?ni programi, vpisni pogoji in na?in izvajanja izobraževanja. Pravila urejajo pogoje, ki jih morajo izpolnjevati izvajalci izobraževanja.

Mednarodni inštitut in Evropska federacija imata skupni organ – Mednarodni avtorizacijski odbor (IAB), ki razvija izobraževalne programe in dolo?a pravila za izvajanje mednarodno priznanih specializacij.

Mednarodni odbor pooblaš?a nacionalne odbore (ANB), ki vodijo izobraževanje in certificiranje v posameznih državah. Pri nas to funkcijo opravlja Slovensko društvo za varilno tehniko.

Izobraževanje izvajajo pooblaš?eni izobraževalni centri (ATB). V Sloveniji je za kvalifikacijo varilnega osebja po mednarodni in evropski shemi pooblaš?en Institut za varilstvo.


Mednarodni inštitut in Evropska federacija sta razvili shemo certificiranja varilnega osebja. Nacionalni odbori lahko certificirajo varilne inženirje, tehnologe, specialiste in inšpektorje.

Kandidati morajo izkazati da, ima ustrezna znanja in kompetence. Dokazati morajo, da sledijo razvoju stroke. Tako postanejo Certificirani mednarodni ali evropski varilni inženirji, tehnologi specialisti ali inšpektorji. Certifikat velja tri leta, nato sledi recertificiranje.

Certificiranje tehni?nega vodstva še ni tako uveljavljeno. V mednarodno mrežo je vklju?enih samo16 držav. Najve? certifikatov je izdala Italija, sledijo Slovaška in Poljska. V Sloveniji je 18 certificiranih.


Mednarodni institut in Evropska varilska federacija sta prevzeli certifikacijsko shemo proizvajalcev varjenih izdelkov, ki temelji na standardu ISO 3834. Pooblaš?ene nacionalne organizacije lahko izdajajo certifikate Mednarodnega inštituta za varilstvo in Evropske varilne federacije. Certifikate proizvajalcem varjenih izdelkov lahki izdajajo tudi nacionalni akreditirani organi. Certifikati veljajo 5 let, nato sledi recertificiranje.

V mednarodno shemo organov za certificiranje proizvajalcev varjenih izdelkov je vklju?enih 26 držav. Najve? veljavnih certifikatov ima Italija 564, sledi Kitajska z 379 in Hrvaška z 90 certifikati. Slovenija spada v krog bolj uspešnih držav. 77 Slovenskih podjetji ima veljavne mednarodne certifikate.

Standard ISO 3834, na katerem temelji certificiranje je uvedel pojem varilna koordinacija. Vsako podjetje, ki izvaja varilska dela mora imeti koordinatorja varjenja, ki je odgovoren za varilno proizvodnjo. Koordinator varjenje mora imeti ustrezno tehni?no izobrazbo in dodatna znanja iz varilstva. Koordinacijo izvaja po pooblastilu vodstva podjetja. Standard pozna tri stopnje koordinacije: obširno, standardno in osnovno.

Mednarodna kvalifikacijska shema je namenjena predvsem izobraževanju koordinatorjev Razumljivo je, da brez znanja ni mogo?e voditi varilni proces. Toda koordinator varjenja ni izobrazbeni profil temve? je funkcija v dolo?enem podjetju. Z veljavnim standardom so dodatna varilska znanja, ki jih mora imeti koordinator dolo?ena z izobraževalnimi programi Evropske federacije. V praksi to pomeni, da morajo koordinatorji imeti mednarodno ali evropsko diplomo. Nova verzija standarda ISO 14731, ki bo kmalu stopila v veljavo, bo to podro?je liberalizirala. Toda brez varilskega znanja tudi v bodo?e ne bo mogo?e opravljati koordinacije.


Harmoniziran kvalifikacijski sistem, ki sta ga uvedla Evropska federacija in Mednarodni inštitut je gotovo veliko doprinesel k razvoju varilne stroke. Številni udeleženci so dobili uporabno znanje, ki ga v okviru rednega šolstva ne bi dobili. Sistem najve? uporabljajo evropske države, v zadnjem ?asu tudi Azija.

?e sistem ocenjujemo bolj kriti?no, ugotovimo, da se ni razvijal in se ni dovolj prilagajal zahtevam industrije. U?ni na?rti so preve? splošni in preobsežni, preve? je administrativnih zahtev. Sistem temelji na treh stebrih: enotnih u?nih na?rtih, enotnem na?inu izobraževanja in enotnem preverjanju znanja. Prva dva stebra dobro delujeta. Sistem harmoniziranih izpitov še ni na primerni ravni. Pri?akujemo, da bo po 20 letih uporabe sedanje kvalifikacijske sheme prišel ?as za korenito prenovo usmerjeno v usposabljanje osebja za delo na podro?ju koordinacije varjenja.

Third partners meeting in Vilnius

The third partners in Lithuania

On 16-17 of October 2016, the project " Welding Training Quality Development " (hereinafter referred to as "Project") partners met at the Vilnius Jeruzal? Labor Market Training Center (hereinafter - VJLMTC).

A new member, Roketman Studio Limited ("RmSL", United Kingdom), was introduced to the project team after the project was abandoned by the partner The Environmental Academy (United Kingdom). RmSL, a newly created organization featuring young, energetic employees - Matt, Tamm and Phil. Although this is a young team, each of them has experience in implementing projects. RmSL is an IT partner in charge of the development of an E-WeldLead online welder training program for the second intellectual product. RmSL will ensure that the E-WeldLead program is interactive and rich in visual material.

During the implementation of the project, in cooperation with Slovenian and Lithuanian partners, an international welder training program was created. The purpose of the training program is to prepare a qualified welder capable to work in the engineering and metalworking factories, performing welding works in construction of various structures and engineering networks.

The VJDRMC became the first vocational training institution in Lithuania to receive the certificate of the Authoriized training body for the international training of welder workers under an international accreditated training program. From October 2015, 14 welders were trained in pilot training. Pilot training is scheduled to be completed at the end of November 2016. Participants succesfully finished will be awarded with international welder certificates, which are recognized by more than 30 European countries.

During the meeting, the project management and administration issues were also discussed. The tasks are foreseen for the partners, which were undertook to carry out till the next meeting in Slovenia. Informal part of the project, took place in one of the Vilnius Old Town restaurants.

Sestanek projektne skupine v Ljubljani

V oktobru 2015 je Slovensko društvo za varilno tehniko, ki je eden od partnerjev projekta organiziralo sestanek projektne skupine. Sestanka sta se udeležila predstavnika Tehni?ne univerze in predstavnika Izobraževalnega centra zavoda za zaposlovanje iz Litve. Projekt se imenuje »Razvoj izobraževanja varilcev (No.2014,1-LTO1-KA202-000621)«.

Projekt vodi »Vilnius Jerusalem Labour Market Training Center, ki se želi organizirati kot pooblaš?ena organizacija za usposabljanje varilcev po evropskih in mednarodnih programih (ATB –Authorised  Training Center). Za udeležence iz Litve bo projektna skupina organizirala pilotne te?aje za ro?no oblo?no varjenje in varjenje v zaš?itnih plinih.

Sestanek je potekal na Institutu za varilstvo v Ljubljani. Udeleženci sestanka so spoznali sistem izobraževanja varilcev pri nas. Ogledali so si opremo in laboratorije za mehanske in neporušitvene preiskave. Partnerji so izmenjali izkušnje na podro?ju izobraževanja varilcev.

First Transnational partner meeting took place in Lithuania.

The first partner meeting of the Erasmus + program 2 main action strategic partnership „Welder Training Qualitity development“ Nr. 2014-1-LT01-KA202-000621 was held. Four partner organizations from Lithuania, Slovenia, United Kingdom on 23-24 th of February 2015 meet in Vilnius, at the coordinating organization Vilnius Jerusalem Labour Market Training Centre (VJDRMC) premises. The project began on the 1 st of September 2014 and will last for 3 years.

The meeting was held to discuss partners activities in the project and to discuss partners liabilites provided under the contract:

  • ATB (Authorised Training Body) status gaining  issues - training center will be accredited to train students by international welders association requirements;
  • Intellectual products - International welder‘s training program and learning platform (E-WeldLead) for Welding Teamleader (coordinator) training,  program creation issues;
  • Pilot training execution by created training programs.

During the meeting other important project informatikon was analyzed: project and financial management, project dissemination, monitoring issues, project quality control aspects. There was set the next project meeting date in Slovenia.

Guests were presented the only Welding sectorial practical training center in Lithuania where under the new International welder training program will be teached students who want to gain international welders‘s diploma

Namen projekta: Izboljšanje kakovosti izobraževanja varilnih atrokovnjakov v Litvi na osnovi mednarodnih smernic in dobre prakse.


  • PO Vilnius Jerusalem Labour Market Training Centre bo pridobil status pooblaš?enega izobraževalnega centra za v okviru sisteme Mednarodnega inštituta za varilstvo in Evropske federacije za varjenje.
  • V okviru projekta se bodo izdelali u?ni na?rti in u?no gradivo za smer mednarodni varilec.
  • Razvili bomo sistem izobraževanka, ki ga bodo izvajali izbrani vodje skupin. Na ta na?in bomo na pilotnem te?aju usposobili 10 mednarodnih varilcev in 15 vodji izobraževalnih skupin.
